you have either the device not running or the cable disconnected or the wrong PROFINET device name used in your configuration. See the screenshot for changing the devicename. (for bigger view, right click and open the image) start the Getting Started Device example. close the VI without pressing the stop button IN THE VI. Close LabVIEW Start the Configurator 3 and follow the screenshots
